Transformation towards improved quality and efficiency in the operation of the IWRP

On the morning of July 13, the IWRP a mid-year review conference to assess its performance in the first 6 months of the year and reconfirm its determination to complete the work plan for the last 6 months of 2023. MARD’s Vice Minister Mr. Nguyen Hoang Hiep and IWRP’s Director General Mr. Do Van Thanh co-chaired the conference.

 

In the first 6 months of 2023, the Institute has implemented activities to adapt to the changes of institutions and policies, to the actual conditions of weather and climate change, and to the higher requirements of scientific research and international integration. The Institute's work has been evenly distributed across fields, regions and provinces and the Institute has achieved 50% of its 2023 turnover as a result. Jobs have been assured, opportunities to promote expertise and accumulate experience have been created and income has been increased for its staff.

 

Speaking at the Conference, Vice Minister Nguyen Hoang Hiep clarified that in the first 6 months of 2023, the IWRP has basically completed its planned tasks. The project “National plan for Natural Disaster Prevention and Control and Hydraulic Work for period 2021-2030 with a vision to 2050” has been completed, approved, and its preparation, partly done by the IWRP, was highly appreciated. This plan has a vision of 2030 – 2050 with periodic deployment of activities to solve the emerging and pressing problems of hydraulic work and natural disaster management in the country. The Institute's consultancy, especially in forecasting, calculating and planning is useful to many units. However, there’s still room to improve the IWRP’s capacity in promoting its reputation and role by strengthening communication with domestic and foreign counterparts, integrating and publishing forecasts into newsletters to introduce introduce and extend its scope of operation further.

 

For the Institute’s long-term development, Vice Minister Nguyen Hoang Hiep has emphasized the transformation towards improved quality and efficiency in the operation of the Institute, specifically:

  • To develop implementation programs for the approved plans with detailed investment orientation and support the pre-investment activities of large-scale hydraulic work projects;
  • To work closely with the Ministry of Natural Resources and Environment in planning activities to develop new open basin plans;
  • To transform its consulting work by actively providing more useful advice, even suggesting new initiatives to the Ministry, especially on application of advanced technologies in practice; and
  • To develop and maintain long-term sustainable jobs on the basis of generating higher efficiency and values to society, focusing on the fields of digital transformation in planning, baseline survey through annual public services.

 

Also at the mid-year review conference, Vice Minister Nguyen Hoang Hiep and Director General awarded the 3rd Class Labor Medal, the Minister's Certificate of Merit and the IWRP’s Certificate of Merit to individuals who have made excellent achievements in their work.

 

At the conference, the Institute reaffirms its determination to continue the spirit of solidarity, overcome all challenges and adapt to all circumstances to fulfill its set goals of the year.
