The workshop was attended by various government agencies, including planning institutes and agencies directly responsible for managing water resources, as well as those managing activities requiring water usage such as power generation, hydropower, industry, and agriculture.
During the workshop, a Water-Energy-Food simulation activity provided representatives from policy-implementing agencies with a different perspective on water management from the viewpoint of water users. This highlighted the fact that relying solely on the effectiveness of water distribution and management by state administrative agencies is insufficient to address the social problems stemming from water scarcity, excess water, or pollution.
The workshop emphasized the importance of cooperation and negotiation among stakeholders to capitalize on different resources and offer diverse solutions for sustainable water management.
