On the morning of February 14, 2023, the IWRP signed a memorandum of understanding (MOU) with the Russian State Hydrometeorological University (RSHU). Through the meeting, it will open new opportunities in research cooperation, exchange of experiences, knowledge and experts between the Institute and the RSHU in particular and other Russian partners and scientists in general.

From the IWRP, Mr. Do Van Thanh - Director General, Mr. Thai Gia Khanh - Deputy Director General and leaders of the Institute's units warmly welcomed the delegation from the RSHU headed by Mr. Mikhiev Valery Leonnhidovich - Rector, Mr. Leontev Denic Valentinovic - Vice Rector, Mr. Poznhiakov Shamil Rayphovic - Director of Institute of Continental Shelf Research, Mukhartovene Iulia Sergayevna - Rector's Secretary. Attending the signing ceremony were also representatives of the Institute for Environmental Protection and Public Health (IEH) under the Vietnam Union of Science and Technology Associations, Mr. Nguyen Khac Bang - Director, Mr. Trinh Quoc Khanh - Chairman of the Scientific Council, Vice President of Vietnam - Russia Friendship Association.

Speaking at the ceremony, Mr. Do Van Thanh - Director said that the Institute with a tradition of more than 60 years has presided over the preparation of most of the master plans in the field of irrigation, drainage and natural disaster prevention from the past to the present in Vietnam. The Institute owns strengths in experience, insights in the field of hydraulic work, water-related disasters and issues in every region, river basin, and province of in Vietnam. Besides, the Institute is always interested in international cooperation through joint research activities and project implementation in order to enhance the exchange of experiences, knowledge, approaches, technology, in particular modern and advanced tools from foreign partners. Most recently, the Institute is very interested in remote sensing technology and has submitted a Remote Sensing Project to the Ministry of Agriculture and Rural Development for approval. The Institute will surely be a reliable partner of the Russian partners from the RSHU, with scientists from the Institute for Environmental Protection and Public Health... with the goal of cooperation and development together for the mutual benefits.

Sharing the same view, on the side of the RSHU, Mr. Mikhiev Valery Leonnhidovich - Rector said that the goals, vision as well as functions and tasks of the RSHU and the Institute Irrigation Planning has many similarities. This is one of the important reasons leading to the connection and cooperation between the two sides.

During the ceremony, representatives of the two sides presented research results related to hydrology and hydraulic work of the two institutitions as well as exchanged research topics and prospects for future cooperation. At the end of the ceremony, the two parties signed a MOU on cooperation agreement for the purpose of cooperation and implementation of joint activities in academics, scientific research, training and human resource development in the field of meteorological, hydrological and environmental observation, monitoring, assessment and forecast, geographical and ecological monitoring, water resource development planning, and assessment of the evolution and impacts of climate change to water resources, water environment and water-related disasters.

On the basis of this cooperation agreement, each party will be in charge of the assigned tasks in the spirit of friendly cooperation, meeting the goals and requirements of socio-economic development. This written agreement is valid for 5 (five) years from the date of signing and it will automatically renew for the next 5 years, unless either Party notifies the other of its desire to terminate cooperation in period of 6 (six) months prior to the expiration of the Agreement.

The signing ceremony was a great success. The IWRP believes that this cooperation will bring the two parties open cooperation opportunities in the future.
